I already have the gpu and the mobo, but is there any better cpu or ram for the mobo?

much better CPU's are available but really no point in getting them since you have an old gpu. the ram is good though but overkill. might wanna consider knocking it down to 8gb or even 4gb.
16gb is massive overkill for those specs.

Thx for the advise. Are there any intel cpus that is compatible with my mobo { http://www.gigabyte.com/products/product-page.aspx?pid=4517#ov } and can play csgo/dota2 without the gpu?

all intel cpus come with intel HD but your gpu will atleast be better than that as far as I know.

no not without a GPU but that CPU should be good for CSGO and Dota 2 even though im not 100% on that. id say go for atleast an i3 if you can find a cheap one for your socket.
