Do i really need a panel shield, it didn't come with the motherboard i was kinda upset , but the question do i really need it for my first build to work or i can just put motherboard without it. My motherboard is AsRock H97M Anniversarry.
Your system should work perfectly fine without the rear I/O shield. You'll just need to work a little harder keeping the interior of the system clean/free of dust.

These are designed for sheilding and well to look good. The only issue you may get is some interference on some electronics really close to your system. System will run fine though Get some filter material and cut it to fit will keep the dust out.

What kind of material, like plastic or like thinn metal or something?
I was thinking if the OP could find some foam similar to what's found in the motherboard packaging and can handle an exacto knife, they could probably create one.
Yea i guess you could use the thin foam like board stuff also AND IT WOULD KEEP OUT DUST AT LEAST AND IF YOU FOUND SOME THE COLOR YOU LIKE IT WOULD LOOK OK ALSO. I think my typing gets worse every day.
