Screen Tearing with 980ti at 1080p 60Hz

I got a Nvidia 980ti SC+ with my recent build and I've been getting screen tearing in games (most noticeably in GTA 5). I've tried changing settings like MSAA and turning on V-Sync, but nothing helped. Any help would be very appreciated!

System Specs:
CPU: i7 4790k (No OC)
RAM: 16gb Corsair Vengeance 1600mhz
GPU: Nvidia 980ti SC+ w/ ACX 2.0
Motherboard: Asus Z97-A
PSU: Corsair 800w

* Addendum: After you apply the setting in Nvidia Control Panel, you must then exit the control panel application and click "Yes" when prompted to save. Otherwise the DSR setting won't be enabled yet.

Step #1: Exit GTA application.
Step #2: Load Nvidia Control Panel by following video (above & addendum) in order to enable Nvidia DSR.
Step #3: Load GTA story mode; but do not run game.
Step #4: Settings -> Graphis -> Turn off MSAA and any other AA. Turn off Vsync.
Step #5: Settings -> Graphics -> Run Benchmark Test (located on...

I have, but it still gives screen tearing. I even tried adaptive v-sync as some people have recommended to.

Step #7: Settings -> Graphics -> Run Benchmark Test again (located on bottom of screen). Make a mental note of the FPS range that you see throughout the benchmark.
