Screen tearing even outside of games

Hello, since some tearing I experience some horrible screen tearing on my pc.
I tried already pretty much everything new gpu and cpu differnet cables and monitor, but nothing helped.
Anybody an idea whats the cause?

What are your specs, including power supply, old monitor (mfg & model) #, new monitor (mfg & model), old GPU, new GPU.

* I know you listed your GPU as GTX 970, but I need to know the old and new GPU's and what their precise vendors were. Also, what are the brand and models of cables that you tried, and were they display port, HDMI, DVI, etc?

Hello,

so the old gpu was
Asus gtx660 new one is msi gtx970
monitor ist Asus VE247T, the other one I tried is Asus VK246H, monitor doesn't have hdmi
DVI cables are connected, the ones that come with the GPU
Power Supply is 530W be Quiet
old CPU was Intel Core i5 3450 new one is Intel Core i7 4790K

The screen tearing also appears while scrolling in browser.
 
I'm sure you've already refreshed the drivers, but could you please indulge me by performing the following:

Download DDU in order to completely uninstall the video drivers and associate garbage (http://www.bleepingcomputer.com/download/display-driver-uninstaller/).
DDU will prompt you to reboot into safe mode. Please allow it to do so and follow the prompts.
Then navigate to the Nvidia website and install a fresh copy of the drivers. Please be aware that after installing the drivers with DDU will be horrible, but it's only temporary, until you reinstall the new drivers. This entire process should take no more than five minutes. Please proceed, and report back here and explain if the issue is better, worse or the same. I look forward to hearing back from you.

Hi, I am kind off having the same problem, screen tearing in firefox web browser when hardware acceleration is enabled but most benchmarks run fine no problem but when i run physx test on EVGA OC SCANNER then it happens. The problem was quite for like 2 months now and just started again. I have a gtx660ti power edition in on my machine changed mobo, cpu, ram and psu no difference tried different drivers tried down clocking gpu to 1300 on mem and 900 on proccesor core no difference.
