how much is it safe to fill my hard drives with games until they will start to slow down ?

You can largely fill them as much as you want, leave about 100 gbs free if you want good performance, although this is more of a problem with ssds, as they are much slower at full capacity. With a hard drive can be alright with pushing it storage wise, although I doubt you will fill up those drives any time soon, with that amount of storage. All capacities are "safe", or at least as safe as any other amount of storage.
