Upgraded graphics card, performance got worse

Hello, I upgraded my graphics card from a NVIDIA Geforce GTX 750 TI (2gb 124 Memory Interface Width) to EVGA GeForce GTX 970 (4gb E256 Memory Interface Width) and my fps went down by 100. (From 200-250 to 70-150) on league of legends.

I did uninstall the old driver before installing the new one and did plug in the pci e cable from my power supply into the new graphics card. Right now I am using my old card and it is performing a lot better.

Processor: Intel Core i5 4460 4 cores, 8gb ram

Any ideas why I get better performance with the worse graphics card?

I read that you've already removed and restalled the drivers, but could you please humor me and perform it once more with the following utility? It should only take about ten minutes, depending on the speed of your internet.

Download and run DDU. I recommend that you download and run DDU (http://www.bleepingcomputer.com/download/display-driver...) to uninstall the drivers and then reinstall from Nvidia.

FYI: Your CPU temps are amazingly good.
Please download and run HWMonitor (http://filehippo.com/download_hwmonitor/): Report GPU temp, GPU utilization, CPU temp, and CPU utilization. I recommend that you report these four figures while during game play.

What I'm trying to determine is whether heat from your new graphics card is throttling your CPU. Please report those four figures and reply back here ASAP. Thanks.

I did it while the game was running. The fps was a bit better than before after installing it a second time.

I uninstalled the old drivers with DDU in safe mode both times. Could my cpu be holding me back? My motherboard is a
as rock h81m and my os is 64 bit windows 7.
 
Understood. Well then the most likely culprit, at least in my mind, is the power supply. I'm willing to admit that I don't know what is causing your issue but your EVGA branded unit is a lower quality PSU. Do you know anyone that could loan you a power supply for two hours, to test my theory?

No, but I think my problem might be resolved. My fps is way higher after installing the driver a second time. Thank you for all your help. If you don't mind, I have one more question. Would upgrading my cpu to i7 with more cores give me better fps if I wanted to record my game at the same time while playing them?
 
I don't know the demands of recording game play, although I do Twitch stream, which definitely benefits from having an i7 processor.

In your case, your i5-4460 has four cores, but is not hyper-threaded. An i7-4790k, that is compatible with your 1150 socket, still only has four cores, but it has hyper-threading, so it has 8 virtual (logical) cores. Now if you're wiling to upgrade to a Haswell-E motherboard (X99) and CPU, you could upgrade to a six core i7-5820k, like the one in my system.

If I were in your situation, I would play a game while simultaneously recording, and have task manager open (Shift + Ctrl + ESC). Options menu -> Always on top. Click performance tab, and then keep a mental record of what your CPU usage.

If you decide an upgrade is indicated, you could:

* Buy new i7-4790k at Micro Center (local pickup) for $299.99
* Buy Cooler Master hyper 212 EVO CPU cooler for $29.99; to allow best overclock.
* Sell used i5-4460 on Ebay for approximately $130-$170.
