Computer Wont Post, Boot-Device-LED goes on then off

Hi i've been trying to fix my pc for a wile now and this is were i'm at.

when i turn it on everything goes fine fans turn on the different lights flash but no post.

The concerning light is the Boot-Device-LED it stays on for like 10-15 seconds than turns off but still no post

i've already RMAed my motherboard and Cpu so i don't think its that and my GPU's fans spin like normal

Yea u should check battery also. Try doing this without battery... once u take it away and unplug all power, waiting 10 min proceed with the same... Also there are jumper that u can try with. The idea also is reboot ur BIOS. This is the best fix ive...

My monitor works fine i've tested other monitors and i get the same results.

i dont know where to borrow a graphics card would it make since to buy a cheap card just to test

so i just tried that and i don't have a boot device LED anymore when i start up my pc no lights turned on but still no post i then turned it off and started it again but this time the GPU LED was lit for 18-19 seconds i'm going to buy a new cheap Graphics card then

Update: ok so i was thinking, i'm getting mixed results with different LEDs could it be my power supply isn't providing enough power?

So i don't think it's my BIOS because this is a brand new mother board.....

and what did you mean by heat sink

i think that i may bring it to a shop over president's day break.

Overheating components coz of malfunction of thoose parts that bring estability of ur electricity manegment... something like that.
