My system specs are:
Intel Dh61ww
Core i5 2500
8 Gb ddr3 Ram
Hd 4550 sapphire
1)What are the avg fps that i should be getting in skyrim on high setting along with 1024x768 resolution?
2)My first gpu hd 5770 is not working properly for some reason and i havnt had time to troubleshoot it but would a gtx 660ti or gtx 580 be a good upgrade.

Yeah that would be the PSU, golly-gee I'm amazed the protection circuitry is functioning.

A 660Ti or 580 are both old and not wise upgrades. Old GPUs only go up in value typically if they are not used, and have worse performance than new low-end GPUs. Average FPS, I don't know. Unless you can find someone online with your exact system setup, we cannot know for sure.

Buy a GTX 750ti it should run it just fine.
