My PC consists of:
intel i5 4690k
8gb Corsaair Vengeance RAM (2.4ghz)
z97 pro gamer mobo
700w power supply
etc

Is it worth to get a GTX 950 GPU or get a GTX 750 Ti and save some money??
I want over 200fps

I'd opt for a 950, in that case, or lower your settings. A 950 should also be able to run some other decent games too. I'm currently running some really old amd 7350 or something like that and I get over 100 FPS on CS:GO maxed out.
If you have enough patience to wait 1-2 business weeks, I'd say get a EVGA b-stock GTX 950. They went out of stock right before the weekend on that site. I believe they were selling for $119.99. That way, you could get the performance of a 950 for the price of a 750 Ti. All it requires is a little patience on your end. Otherwise, buy whichever one best suits you.

The fact is that when smokes are used my frame rate drops down to 15 FPS - my normal FPS at the moment is 70

If you are currently on integrated your frames will be a lot less smooth, texture loading will be slow even if fps is high as memory bandwidth is low. A n entry-level card will hold a much more consistent frame rate.
