I'm building putting together a parts list and had room in my budget for the 1tb samsung evo ssd. I was wondering if it would be better if i went for a small ssd like a 250gb and a 1tb WD black or just stick with the 1tb ssd if i can afford it.

Cost wise you're better off going for a small(er) SSD and a large HDD. Spend the saved money on other components that will benefit you.
The reason for this is that small insignificant files like documents and photos don't need to be on fast SSD storage.
