PC keeps restarting automatically before booting

Just finished my new PC build. I put a new MB and cpu watercooler in it, so all the drives, gpu, cpu, ram, and psu have been used in another computer. For some reason though, when i turn it on everything seems to function correctly, but after 5 seconds everything turns off (except for the watercooler led) and turns back on. Process keeps repeating until i unplug the power. Something notable about it is that the keyboard is getting lite up as well. Nothing appears on the monitor. Im just assuming it has something to do with the hard drive.

Specs just incase
I5 3570k
Gtx 980ti
Asrock lga 1155 mb
16 gb crucial ram
Nzxt kraken x61 cooler
750w psu

I did nothing to the hard drives prior to building the pc. Was i supposed to wipe them or something?

Final Answer. Upon further reading, I found that I more than likely had bent CPU pins, and I did. I used a pair of tweezers to correct them and to my knowledge it is working properly. I'm no longer getting the 55 error and both sticks of memory are working.

For future help,

I was getting error 55 in Dr Debug which means "Memory is not installed" according to the ASrock z77 extreme4 manual. After reseating the RAM and trying different RAM I couldn't get it to work. Finally after reading a couple other posts I tried using one stick in each slot. 1 stick in the B2 worked and I managed to get in the bios and start system repair.

I'm at work currently so I hope after I get windows working that it will allow me to use both sticks of ram. I'm going to assume I just need to update the bios. I also read that the i5-3570k is newer than the MB so you will need to update the bios using a sandy bridge cpu in order for it to work, but that wasn't the case in my situation.
