The game in the video is CoD BO2 and as you can see the screen stutters alot. It stutters whenever a animation is played.

In gta 5 launcher(loading wheel), Firefox browser(any animation, like pause/play video), call of duty bo2(when the globe spins). Pretty much any animation.

What are your other specs? If you have onboard graphics consider testing with that (though gaming may be impractical this is a troubleshooting step). Are your temperatures OK, all fans/heatsinks clear? Also consider testing in a clean boot or safe mode (or even an Ubuntu live CD to completely rule out software).

There is no other graphics card on it. Temps are ok (around 40-55 C, max 60). I haven't tried safe mode or linux. BIOS acts normal. This has only occured the last 4-6 months or so(i use this computer two weekends each month).

I have tested it with another computer, it handled fine though it has a intergrated intel 3000hd as gpu. no dedicated.

the monitor is native 1650x1050. I have tried different resolutions and get the same result. all i know is that it is a samsung monitor.
