Resuming after hibernation sometimes means lost internet connection

Not always, but maybe 25% of the time, the internet connection is gone after hibernation.
In these cases I try opening a website on my Firefox browser pinned tab and immediately get a no connection message. Same for any other tab.

So I have to search for internet connections in win explorer and get the proper diagnostic trouble shooter, and it goes through a few steps checking the internet connections, etc. and finally resolves the issue.

Final message window says "The troubleshooter made some changes to your system. Try attempting the task you were trying to do before"
"Problems found: "Local area connection" doesn't have a valid IP configuration."
"Fixed"

There's also an .etl and .cab file which I cannot open.

Is there a way to permanently set the internet to open as normal, without having to go through these troubleshooting steps?

Happens to me as well, after I wake up my laptop sometimes I can't connect to the net, I have to go in Network Adapters, disable the lan/wifi and re-enable it. Can't explain why. Was happening on windows 7, is happening on windows 10. Not really a problem since all I have to do is right click, networking and sharing center and change adapter settings - disable and re-enable, really 10 seconds, but I agree it's annoying. However seems like a hardware problem...

Could not find power options in device manager.

Power options is in Control Panel > Hardware and sound > Power options, at least on my system.

The two main options for the battery are Balanced (Recommended) and Power saver. Also High performance.
It's set for Balanced. Is this the best option?
