Amd phenom II x4 965 clock speeds not reaching stock 3.4ghz

Hi so I'm not new to computers at all but I'm having a serious issue here. My Amd phenom II x4 965 BE is current only at 800mhz instead it being at the stock 3.4 ghz. This isn't because of cool and quiet or because ice set the bios in such a way. I cannot find any reason for the underclocking can someone please help. I have tried manually setting the frequency and multiplier to match the right speeds but even then it won't work. Should I update my mobo bios?

My build consists of:
970ag46 mobo
Gtx 750
24gb ripjaw
Amd Phenom II x4 965 BE
1tb Seagate hhd

I will show screenshots of cpu-z and Amd overdrive to show that my clock speeds are consistent at 800mhz as soon as I arrive at my house.

it will only reach its max freq on 100% CPU load. This is for power saving reasons. Try running a CPU stress test then looking.

What does the BIOS say?
Can u change the clock Multiplier?

Try updating BIOS first, nothing bad can come from it, and its recommended to do it for every new release

looking thru the bios updates it says

"* Please download and execute the file in USB pen drive only.
System will restart several times to update system BIOS with NVRAM & ROMHOLE.
Please DO NOT remove the USB pen drive until BIOS updated successfully.
* Please make sure you have read the SOP before you update the BIOS.
* MSI recommend you to update BIOS only if you are using Windows 8.
* There is no way to reflash back to BIOS version 1xx if you already updated to version 2xx."

should i update the bios or not? im using windows 7 ultimate rn. also when i manually set the multiplier in the bios it doesnt change a single thing even tho i set it to 17

Id try everything, setting my multiplier to normal speed first. Realistically you should be on the latest BIOS though
