How to forward port in WAN network?

In short, I have tried to port forward but it didn't worked and I found the reason is I am behind a WAN.
The ISP is sharing my external IP with another customers as well.
I am using 4G modem, not DSL
The Internet IP shown in my modem admin is "10.14.29.28" which is internal, so there is another layer/modem between me and internet which is the reason why I can't open a port.
Is there any possible solutions?

Then you are dead on the water.

Port Forwarding needs to be done in the box that is doing Public IP ---> Private IP conversion and YOU DON'T HAVE ACCESS TO THAT BOX.

Now in the cellular world, is known servers can PUSH stuff to you, meaning the server initiates the conversation, meaning somehow they find you AND to your private IP. Something to investigate.
Then you are dead on the water.
