CPU cooler for i5-4460S

As a cheap bum, I found these three coolers. They're about the most inexpensive I can get that still have good reviews.
Cooler Master Hyper T4 ($25)
Cooler Master Hyper TX3 ($19)
Cooler Master Hyper 212 EVO ($30).

I can go up to about $50 if those coolers are no good.

(Also - I'm using a stock Lenovo E73 motherboard, with the whole system thrown inside a Dell Optiplex 745 case...)

You really don't need a new cooler, that is a low power consumption CPU, that means the heat output is less, you can't overclock it, if you really want to change the stock cooler to get a silent operation, go with the 212 EVO, that is the one with less noise level.

No problem, however, if your problem is the noise, try to slow down a little the CPU fan speed, I think you can do it from your BIOS, but not sure of what you have, but anyways, if you have a UEFI, you probably can turn to the "Silent" mode to get a silent overall operation.
Cleaning your PC, changing the thermal paste, and cleaning the fans and heatsinks with a Gas Duster will help a lot with the cooling and noise! :D
