Does my PC need RAM and CPU to atleast turn on?

I'm building a new PC, I have everything except for the CPU and RAM. Do I need them for the PC to start up, like the fans starting up that are connected to the motherboard? I usually do this to check if what I currently have atleast turns on. I've tried turning it on, but nothing happened? On my old build, when I was waiting for my CPU to arrive. It turned on without the CPU, maybe cause it had RAM, and this one doesn't. My motherboard is an ASUS H170 Pro/CSM.

I'm almost certain if you don't have RAM you won't be able to get past BIOS.
Without a cpu you won't be able to do anything if you can even get your OS installed.

Alright than, guess I'll have to wait until they arrive.

You are just powering the motherboard and peripherals connected to it and the PSU, that's why the fans are running... The CPU and RAM are mandatory items for the installation to be completed (along with GPU unless you are using APU or integrated GPU on Intel CPU) and for the OS and any other software/drivers to be installed.
