Solution
If you know you are in a place with stable power, you really dont need a surge protector, but its recommended.
A quality UPS will do the job of, well a UPS (battery backup) as well as protecting against surges.

If you are planning to get a UPS, just use that. In the mean time, I recommend a 20-30 dollar surge protector.
A good UPS does more than a basic surge protector. If you get a good model of UPS it will have better surge protection, and no basic surge protector has a battery inside. That battery in a UPS provides a bit of insurance against power loss (it won't run a full desktop system for very long but it will let you close the PC safely without danger of file system damage)

A good surge protector provides more current for everything but is redundant for surge protection. A decent power supply has various protection features. Let it fail if you don't want to maintain a UPS or don't really need a managed shutdown. The better SSDs provide for maintaining the system state when power is lost.
