All games have high FPS but are seen as 30fps

Hi,
This just recently started happening.
I have always been getting 100+FPS on CS:GO, Team Fortress 2, Minecraft(Shaders), etc.
It used to be all good, but then one day the games' fps was being displayed like if it was 20 or 30 fps.
Here are my specs:

I have updated the drivers, stopped Nvidia process in task manager, and have even gotten Nvidia Inspector, reset to default.
Still happening.
Thanks for the advice though.

So I've found out the source of it. It has something to do with either Nvidia Experience (Geforce experience) or Shadowplay. I can't quite pin in. I've turned off Shadowplay and it seems to be working fine so far, thing is, I need shadow play, and I can use OBS, but I'd rather not.
Anyway, I'll report back if anything else happens.

Alright, seems to definitely be something with Nvidia. I turned it back on by accident, and the framerate issues came back. I opened up Nvidia control panel and reset everything, but it's still happening.
Any help would be appreciated.
