Hi, I've seen people with the exact same specs as me running games like GTA V at 60fps, however I can barely get 50 at the lowest possible settings, I was wondering what the problem could be.

Specs:
CPU: Intel core i5-4460
GPU: Gygabite GeForce GTX 950
RAM: 24GB
PSU: Cooler Master G550M

-ASRock H97M Pro4 motherboard
-8GB of HyperX ddr3-1866 & 16GB of ram that I got from a friend (not sure what brand/speed)

That's pretty good. You should be running it at advertised fps. Your Motherboard supports up to 1600Mhz so the Ram you got is probably running at a lower frequency. Download CPUID CPU-Z and it should tell you more on the clocks/frequencies that you are running. Also what hard drive do you have?

Also, are your drivers up to date?

A 1TB hard drive from western digital

The GPU is quite weak as well, also it was marked as solved so nobody was looking here.

According to Tom's the GTX 950 averages 96 FPS in GTA V @ 1080p. For one, I call BS on that, If a heavily OC'ed R9 280 can't break 60 how the hell does a 950 average 96?

It could be, my guess it that there is a combination of things going on here. Depending on the RAM and motherboard though it could be running in flex mode. I've never ran into this situation so I don't know how much of an impact on performance flex mode causes. I do know that running a single large DIMM isn't good for overall gaming performance when run in single channel mode.

It is at least something for them to test. 24GB of RAM is all but useless in most cases unless he is running a server or editing ultra high res images.

There is also the potential for some malware on the system. A bit-coin miner is the first thing that comes to mind. Also could be overheating.

At this point all I can do is guess until the OP gives us more information.

I have a cm hyper t4 and I've checked the temps before, no problems there, and I have Norton, however I know it doesn't detect everything and I do have issues with the USB ports, (two phones and 1 usb stick have died after being plugged into front USB ports) so a virus is plausible

I took the 16GB of Kingston ram out and placed the 8GB of hyperx ram in A2 B2, should I expect a significant increase? Or what am I looking for in differences

Jeez Norton. Its like a virus itself. Get free Avast security. It uses the least amount of resources.
