yes it will play but your looking at 720p with a mix of off/low/medium and high settings.
im seeing a lot of vids on youtube claiming there running on high but they dont show the fps. i could see that the game was jittering and probaly getting between 20 and 30 fps by the looks of it.

but yeah it will play and be playable if you dont overtax the card with to high settings.

The graphics card is about half as fast as Geforce 750Ti and R7 260x that perform slightly better than Xbox One and PS4. So it will require you to lower the graphics settings in GTA5. I think it should be playable at 1280 x 720 which is pretty acceptable and almost as good as 1080p from a distance. If you would like to make it perform much better without spending too much, upgrade it to 260x or 370 GeForce 750Ti/950. I suggest to get a used one on eBay from a good seller if the card is significantly cheaper than brand new ones.

GTX 750Ti is significantly faster than your current card. It would allow you to play at high at 720p for sure. AT 1080p, you might need a faster cpu. It's worth the cost to upgrade and you can save more by selling the old one. I suggest to get a used one made by ASUS on eBay. I am using a ASUS Strix 750Ti, and it's dead quiet during idle.
