Which one of these should I upgrade first?

For a low-mid gaming build, which of these would give me a greater benefit to upgrade now before I can upgrade the other one?

CPU: Intel Celeron G1610

GPU: Gigabyte Radeon R7 240

My budget is $110 or less.

That's what I was thinking.

Also here's the rest of my specs:

MB: MSI H61M-P31 (G3)

RAM: Team Elite Plus 8GB DDR3 1600

PSU: LEPA MX-F1 N350-SB 350W

The most intensive games I want to play is gta v and Need For Speed 2015.

If you plan on not upgrading your GPU for a while maybe. Getting the i3 will limit all graphics cards over the 960.

Your CPU needs to feed information to the GPU to process it.
The i3 is capable of sending enough information to fully utilise the GTX 960's processing.
By using a GTX970/980/980ti, Information being feed by the CPU won't be enough to maximise the GPUs processing power, thus making the extra performance wasted
