Slow internet only on one of the computers on network (IP address problem)... need an advice!

So my neighbor gave me internet for free and it is connected to 2 of my computers... So this network can't find IP address automatically so it needs to be set up manually every time something happens (like if i install new windows)... So on each of the computers my neighbor wrote IP addresses and everything worked fine for like 2 years... Both computers had same speed and never had internet problems before... But recently internet on one of the computers became MUCH faster (like 30 times faster) and second computer now has really slow internet... And what i noticed is that if i change IP address in slow one with the IP address of fast one internet becomes much faster here too, but of course 2 computers start having problems cause they can't both work on 1 IP address... So what should i do ask my neighbor for new good IP address or what? Or can the problem on this IP address be fixed? P.S. i would ask my neighbor but i don't know him that well so i want to do it without him if i don't have to... :D
 
Solution
He may have changed routers or setup QOS on the router to limit bandwidth to one systems. QOS settings are really the only thing that makes sense since changing IP makes the system go faster, that points to a specific setting for that IP.
