New system build crashed first time in bios, now won't post at all.

Hi everyone, build a new system and got it to POST and entered UEFI. It then crashed and no longer posts. I've removed the motherboard (Asrock H170 Pro4) from the case and only have the 24-pin and 8-pin mobo and CPU cables connected and only the CPU (i7 6700), CPU fan (intel) and pwr button cables plugged in, no RAM installed. According to the tom's "not POSTing" guide, I should get long beeps indicating that there's no memory installed, however I'm getting no beeps at all. When I press the pwr button, the PSU (Antec HGC 520m) and CPU fans begin to spin but then stop straight away. Do you think it's a motherboard or PSU issue? Is there any way to tell other than having to pull the PSU out of my gaming rig? (I really don't want to do this...) Given the PSU seemed to be working before the UEFI crash, would that indicate more of a mobo issue rather than PSU issue?

unnless the cpu over heated or there was a bent pin short your next step is try another power supply see if it ws power on mb that failed.
new mb today dont have case speakers so they dont beep most new mb have fault and power led some have dr debug led post codes. with your rig put one dim in main ram slot and clear the cmos. if it posts make sure the cpu cooler on right and check the mb bios make sure it up to date. if it wont post see if the mb power good led on and not blinking if it blinking it a power issue. if you have a volt meter in the home check the 24 pin atx outputs. pull the gpu see if the onboard video comes on. also if the mb is in the case unplug the case and hard drive from the mb.

The AsRock H170m pro4 does has a case speaker but doesn't have a power led. I've removed everything from the case and have the motherboard on a non conductive/non static soft surface with just the PSU and CPU + fan connected. I tried clearing the CMOS and the I'm still getting no response
