FAT16 to FAT32 - on a 4 GB Compact Flash

Hi to everyone! i am not so expert in partition so i need to ask: if i create a FAT16 on a 4GB flah card (removing the FAT32)...At the end i will have 4GB available anyway? Only the number of bits allocated to count the clusters of the disk are implicated...isn't it?

I stand corrected and back in the day I was not that familiar with NT.
But yes, it would waste an enormous amount of space.
