No Internet on one PC, but can connect on other router

UPDATE : So on the network adapter I changed the signal from b/g/n to just b/g and it worked! I played a game and.. ping spikes :(

I reset the linksys completely, connected it to the arris and then and connected my pc wirelessly to the linksys. Ping stable. Internet not as fast as I think it should be but whatever.

Still frustrated and I need a better solution.


ORIGINAL POST
So I got an ARRIS router from my ISP which did not have QOS and port forwarding.. as such when I was playing online games and everyone else was watching youtube or whatever, my ping would spike.

I connected a linksys e900 and set all of that up, no issues.

So I removed the linksys and every device in my house has internet via the arris EXCEPT my PC. It's connecting but not getting internet.

I tried rebooting it and my pc, uninstalling and reinstalling my network card, dns flush, all of the usual suggestions but still it won't work.
I set its IP address and DNS manually, I copied the DNS address off of my laptop but nothing. I'm at my wits end now and very frustrated. Yesterday I reconnected my linksys and lo and behold, my phone wouldn't get internet but my PC would.

It may be worth it to mention that I am unable to ping the arris router.

A bit of background as to why I removed the linksys - my download speed on it is 10mbs and my download speed when connected to the arris is about 25mbs.
Now I think that the linksys router is starting to go bad, because the internet would lag or I'd get ping spikes and restarting it would fix the problem.

Please help!

 
First thing is to try with DHCP to see if it's your IP settings?

If that's not an option, ping an external IP such as google (does their 8.8.8.8 DNS server respond to ping? Can't remember offhand and I'm in a firewalled office so can't check) - that helps check if you have IP connection, but a DNS problem screwing up name resolution.

It was enabled before I changed it.. I just set it to get ip address/dns automatically and still nothing. Also unable to ping 8.8.8.8 (request timed out)
I also pinged 8.8.4.4 and it says destination host unreachable

I just plugged in the network card to my laptop (while disabling the laptop's wifi)
No internet. It must be the card. But why is it connecting to the linksys router perfectly but not the arris?
