Changing IP Address causes Windows Explorer to stop working

I've scoured the internet and can't find a topic on this.

When I go into my network settings, IPv4, and attempt to change my IP address from DHCP to Static. I open network settings, click properties, the moment I double click on IPv4 settings line my Windows Explorer stops working. I am unable to go in an change any of the settings.

I can use the old DOS method from a command prompt to change my IP and DNS but it's a pain.

Does anyone know what causes this to crash on attempting to make IP changes? I don't have any other issues, everything works just fine. I just can't change my IP the easy way.
 
Solution
I solved it.

UAC was previously turned off for the installation of a network program.

Apparently it needs to be ON in order to adjust your IPV4 settings.
