Cpu Upgrade vs Gpu Upgrade.

Hi guys ... I want to upgrade my pc . My pc parts are i5 4460 and gtx 960 and i want to buy something better than them ... I have around 700euro but i dont know what to buy . I am thinking to buy the ASUS GEFORCE GTX 980 TI STRIX but i also thinking to change my cpu , motherboard and ram ... I believe that if i buy the i7 6700k , ASUS Z170-A , KINGSTON HX421C14FBK2/16 16GB it will be better than if i keep my i5 4460 and change my gpu to a new gtx 980 ti ...
What would you suggest me to do?

I would upgrade your GPU over the CPU. i5 4460 could run a 970 pretty well, maybe even a 980. It might hold a 980ti back a little though.

What do you mainly do with your computer and what resolution monitor do you have? If your mainly playing games at 1440p or less, I would just get a 4690k and pair it with a GTX 980 or R9 390/390X. For that matter, the 4460 would work OK with a GTX 970.
