Will my CPU bottleneck my GPU?

Hey guys, would my i3 3220 bottleneck a gtx 960 or r9 380 4gb and if so by how much?
Also, would one of those two cards work with my cheap viper 550w psu?

I would not put a GPU in your system with that power supply. Try getting a tier 1 or 2 PSU if you want to have peace of mind and a quality part that will last you 3 or more builds.

Your i3 is the old entry level gaming CPU if you couldn't afford an i5. It still holds up but you're going to run into problems with it only having 2 cores. I would recommend something like a 260x or 950 with that CPU if you don't plan on playing AAA games. If you do, I would grab the less expensive (while still being a good card) of the two cards and upgrade the CPU to an i5 or i7 when you can afford it (if that's the case you may want a 970 or 390).
