Do you see it in File Explorer?
If you're trying to view a media disk (blu-ray or DVD movie), then Windows 10 does not natively support that and third party software is required. If you're just trying to read a media disk and you cannot see the drive in File Explorer (not Internet Explorer), then check to make sure you have solid cable connections (SATA and power) between the drive and the motherboard. Verify the motherboard SATA port you're connecting to isn't shared out or disabled by any other connected device (check your motherboard manual).
