Is this graphics card good for my gaming computer?

I'm trying to find a graphics card that can run Fallout 4 on 1080p 60fps. my specs are:

Processor - AMD FX-6300 Vishera (3.5GHz/4.1GHz Turbo, 8MB L3 Cache)
Motherboard - AMD 760G
Graphics Card - AMD Radeon R7-250
Video Memory - 2GB
Power Supply - 400 Watt - ATX
Memory (RAM) - 8GB DDR3-1600MHz SDRAM

I've heard that the Nvidia GeForce GTX 970 is a good card. Will my PC run it? do i need to get a better power supply or other things? Thank you.

Power supply: This power supply is top quality, has gold efficiency, fully modular, and a ten year warranty. Also, I don't believe in buying a power supply for only the graphics card that you're buying today. A power supply should have enough power for at least one more upgrade. This PSU has enough power for one GTX 980 Ti, if you ever decide to upgrade to that performance level.

Graphics card: This GTX 970 is currently the least expensive model listed on NewEgg and it happens to be one of my favorite GPU brands; MSI.

$1,000 max upgrade budget: Both the GPU and PSU have you up to $380; not including the $40 in rebate cards.

Were it me, I would consider upgrading to an Intel i7 processor. Your AMD FX-6300 will be a bottleneck with some of the newer titles.

i7-6700K (or i7-5820K) / Z170 MB (or X99 MB) / 16 GB DDR 4 / SSD (optional). These are the things that I would consider purchasing. If that's something that you're interested in now, then we can plan the components for you. Otherwise the PSU and GPU are a great place for you to start.
 
@Tbone, One other thing: I also don't believe in leaving money on the table either. After you successfully install your new GTX 970, please sell the R7 250 ASAP. On Ebay you could earn between $40 to $60 for that used GPU ( http://www.ebay.com/sch/i.html?_from=R40&_sacat=0&LH_Complete=1&LH_Sold=1&LH_ItemCondition=4&_nkw=amd+radeon+r7+250&_sop=15 ).

With that R7 250 money, you could treat yourself to a Logitech G230 Stereo Gaming Headset, and use it to talk to your online Twitch friends on Discord ( http://www.amazon.com/dp/B00BFOEY4I/ref=wl_it_dp_o_pC_nS_ttl?_encoding=UTF8&colid=2E863IC0KL4RY&coliid=I1QMKSDA1U6LXQ&psc=1 ). Another option would be a Logitech C920 webcam. Just a thought...
