Install Windows on 2nd HDD for steam

My primary sdd is only 100gb so I downloaded like Windows and 1 game before it ean ran out of space (I would rather just have windows on it) I have a 1tb HDD but for some reason I can't ever download games on it or really do anything with it. So I set out to download Windows 7 (I have a cd For it) when I remembered my primary ssd is windows 10. So several things. First would this matter if I'm just storing games on it and second how would I go about installing whichever windows I need? I put my windows 7 disk in and unplugged my ssd then booted, black screen.... So I changed boot order to the disk and still black screen then I changed it to the HDD and it popes up with a message "no operating system found, unplug all drives without operating system and press ctrl alt delete to restart" any ideas?
 
Solution
Check disk management for the HDD. Format the drive if need be. Then steam gives your the option to install games to the drive of your choosing.

You do NOT need to (nor should you) install the OS on that second drive.

Steam games location
In the steam client:
Steam
Settings
Downloads
Steam Library Folders
Add library folder
