F.E.A.R. Losing frames over time?

I have an issue with my game where I seem to be losing frames over time, I will start up the game and have 600fps on the menu but as time passes i will lose fps from 600fps [4 seconds pass] 90fps [15 sec pass] 80fps [10secs pass] 65 and so on..
My system is:
CPU: AMD FX 8320 8 cores @ 3.5Ghz

RAM:GSKILL 2x4GB RIPJAWS X 2133 MHZ

GPU: Sapphire R9 270X Dual X Edition

PSU: Corsair 600W Modular

SSD: Kingston 120Gb

HDD: Western Digital 1TB

MIC: Blue Microphone Snowball

Headset: ROCCAT Kave 5.1

Keyboard: Perixx PX-3200 Gaming Keyboard

Mouse: Logitech G502

Monitor: BenQ XL2430T 144hz

I rently tried the option on the config launcher to disable joysticks and it slowed down how fast the fps drops but it still drops dramatically, I am using the latest drivers for AMD and so on.
Any help would be appreciated!

Another thing to mention is that this only happens with this game I get 200+ FPS on counter strike GO and 60fps on GTA V (Med>High Settings)
 
Solution
Try going to your device manager and disable all unused Human Interface Devices. For some reason fear has some issues with that.

I run it at 1920*1080 at Max settings although I've tried Lowering the settings to the bare minimal (Wow what a look lol) and still have the same issue.

Nope this didn't work :/

Its weird I've never seen a game do this where the frames drop over time..
 
I run the full retail copy of fear and its expansion paks nd don't see any of that ? maybe its due to steam or where ever you down loaded from and there client ??

may check for hardware throttling some how ? [cpu/gpu] just don't see that game being that demanding to do that though ??

also may have to do with the 144hz ?? that game as old as it is cant be optimized for that ?? then I need to fire it up to see if 1920*1080 is a supported res. and your not forcing it to run at that ?? [seems like on my 1080 monitor it supported res I run is at 1024x 768?? ]

let me fire it up and see

no 1080 shows to be supported res so that's a good ..

I can see how that might be an issue because of the game's age but I've had this issue for quite some time before I had my 144hz monitor (I was using a Dell 24" 1080p 60Hz monitor).

I'm starting to think that there has to be something wrong with this system whether it's hardware or software as I can play this on another PC I had with an Intel i7 and Radeon HD7770 setup (at least I somewhat remember it working ok).

Any program I use to monitor fps tells me the same (Steam fps setting, Dxtory, Fraps and so on)
I've just had a go on Extraction point to see if it had the same issues (Which it did :/ ) Started with a solid 100fps and as time went on it ended up staying at 24fps sometimes going to 16 but mostly around 22fps.

Ok so after some research i managed to find a solution for myself, i turned on compatability for windows XP2 and then disabled the HID-compliant vendor-defined device (again) and that seemed to do the trick!

I now get:
Minimum 99fps
Average 254fps
Max 368fps
And I get 2300fps on the main menu lol

Turns out FEAR does not like New hardware (in my case it was the mouse (G502)) so disabling it managed to stop the frame drops.
