Fallout 4 LOW fps High End PC

So this has been asked a thousand times but dear god! here are my specs for reference:
Gigabyte GA-B85M-DS3H-A Micro ATX LGA1150
EVGA GTX 970 ssc
i5 4590 3.3
8 Gb G.Skill Ripjaw X (2x4gb)
EVGA 850w B2 Supernova PSU
2 1 Tb Seagate HDD
any idea what the crap is going on I am getting 10-15 fps and my textures aren't updating to ultra quality. my drivers are up to date my fallout settings are optimized through geforce experience, and my nVidia control panel is set to what nVidia has as default

Ok so into GeForce Experience and reset everything to default. Might want to uninstall it too. Then go into your nvidia control panel and restore defaults there as well. The most important bit is to set the 3d settings to "application controlled".

There is no point in running the benchmark with forced vsync.

Most people forget that there are other factors that can affect gameplay... like background jobs that are running... AV programs... You could have the fastest GPU in the world... but if your system has a ton of programs running in the background... you're bound to get lower framerates as opposed to someone with a mid-range card and a fully optimized system.

Ran Heaven benchmark again here are my results
FPS: 55.9
Score: 1408
Min FPS: 8.4
Max FPS: 125,5
Render: Direct3D11
Mode: 1920x1080 8xAA
Quality: Ultra
Tessellation: Extreme
SOOOOOOOO any clue as to why I can't get a measly 30 FPS?

I get the same frame rate regardless of settings in fo4 launcher or geforce experience or even nvidia control panel... And at the very start the benchmark has to ramp up from the comps normal fps presumably relatively low... Idk I wanna give up on the game and just call it a loss but as a minimum wage worker its kinda hard to walk away from a wasted 60 dollars...
 
Do you have any antivirus running? When was the last time you reinstalled windows? Have you tried verifying the game cache? Are you doing something else while playing the game that would cause excessive HDD use?

What hard drives do you have anyway?

Running Ad-Aware, using 2 standard 7200rpm Seagate 1Tb hdds 1 for only gaming the other for storage and OS, installed windows in December the hdds were blank prior to that, nothing else other than the normal background processes running, using ultra settings or lowest makes no difference... And can run shadow of mordor ultra no oc 60 fps no fps drops capped fps
And I have verified game cache and un installed and reinstalled multiple times...
