can the r7 370 run 1080p ultra widescreen, this being the OC 4gb strix version
if not what is the cheapest upgrade?
(im not looking for 60fps, but over 30fps solid)

Solution
The R7 370 is not capable of 1080 ultra at 60 fps.

A GTX 970 is the cheapest card that can do so. Every other below it can manage to hit 60fps at low mid and high settings mostly, a gtx 950 is good enough for high settings, else the gtx 750ti for med to high settings.

Might as well wait for Pascal which is soon going to launch, in mid 2016.

Correct me i'm wrong, but by 1080p ultra wide screen I assume you are refering to 21:9 , 2560 x 1080 ? Virtually any card can run any resolutions, what you display is the key. If your doing simple web browsing and word processing its nothing, so that question is what games are quality settings are you thinking? Simple answer is you have 33% more pixels so adjust the 1080p benchmarks you see accordingly. Biggest consideration will be alot of game don't like 21:9, and you may need to manually adjust the configuration files, deal with distortion, or in some cases give up entirely. Off hand guess you should set your sights at 30 with decent settings.

ETA: As for alternatives/upgrades, I agree with SPgamer007

nope at that price a 380 is a better choice. your best bet is a 380/390 or 970

GTX 960 is good enough for 1080p ultra, but it'll mostly do 45+ frames in Triple A titles, for 60 frames, gtx 970 and r9 390 are the cards.

You can lower down settings a bit and gtx 960 will give you solid 60 frames.
There are also pascal GPUs coming soon, might wait if you can.
Or if in hurry, then gtx 960 is capable enough.

it really depends a lot on if you are adamant about using the "ultra preset" or if you just want it to look like it's on ultra, but run way better. You could modify a few settings with a gtx 960 to where it will run way better, but maybe if you put your eye 2 inches from the screen and paused it then you could just barely see the difference. Nobody can seriously tell the difference in fast motion games between high / ultra on a display under 30 inches @1080p and if you think you can then you are just thinking you can.
