Have you tried disabling paging?
Control Panel > System > Advanced System Settings > Advanced > Performance | Settings > Advanced > Virtual Memory | Change
and set to "No Paging". After paging is disabled reboot the PC and re-enable Paging.

Otherwise you can try setting the OS to clear the page file on reboot by modifying the registry key:
HKEY_LOCAL_MACHINE
Path: SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management
Key: ClearPageFileAtShutdown
Type: REG_SZ
Value: 1
