I doubt that the psu is any issue at all.
A GTX970 will draw a max of 225w.
If there were insufficient power, I would expect to see artifacts on the display.
Likely, the individual core speed of the i7-3770 @3.4 is occasionally limiting you.
Try an experiment as a backwards way to check.
Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 80%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 20% improvement in core speed might do.
You should also experiment with removing one core. You can do this in the windows msconfig boot advanced options option. set the number of processors to less than you have.
This will tell you how sensitive your games are to the benefits of many cores.
Another possibility is that the lags occur when checkpointing the game or logging.
Possibly when loading graphics info from the hard drive.
If you do not have a ssd, consider buying one.
Consider the source, but Samsung claims gaming improvements with a ssd.
