Does every power supply has an electric discharger?

title ^,also im talking about EVERY power supply including the cheap ones,is the EDG necessary for a supply to hit the market or its just optional ?

You may be talking about Surge Protection.

In that case. No not all power supplies have that built in(cost cutting measure).

Placing a good surge protector in from of your hardware would generally be recommended. It it dies doing its job, you just replace it. If the MOVs in the power supply that deal with surge suppression fail you may not even know it and you will not be in the power supply replacing them.
They may mean a bleed/drain resistor to discharge capacitors when no power is present? Without this a capacitor on the high voltage side in a power supply can be holding the peak of mains voltage when disconnected from a load then the wall.

I am sure most devices have them, but I am NOT sure if it is required(it also adds to the standby power of a device even if it is just a tiny bit).

oh i see,ty a lot for help^^,im kinda scared right now because my psu recently died and it wasnt a very good one,well ill hope for the best
