Can't uninstall/reinstall HP Officejet 6600 basic printer software package

I have a computer running Windows 7 Professional x32, with a connected HP Officejet 6600.

The computer/scanner lost the ability to scan from the device to the computer. I checked to make sure that the HP software was running on the computer, and found that it was not. It was in fact completely missing from the computer.

I thought I would fix this issue by uninstalling the HP basic printer driver software, and then downloading and installing the latest package.

I was not able to uninstall the software - when I attempted to do so it carried out the uninstall process to the very end, then rolled back all the uninstall changes. I have tried multiple times but I was not able to remove the software.

I was not able to find the scrubber software for this printer, so I downloaded the scrubber software for the 8600 and ran the L4 uninstall. After running the scrubber and restarting the computer still nothing has changed.

Does anybody have any suggestions? I cannot uninstall the HP software, and at the same time I cannot install the latest software on top of the old software.

Solution
Did you right click the printer in Device Manager and uninstall the driver? Perhaps disable the printer first.

Or use the Uninstall via Control Panel?

Files may have been corrupted and that is why the problem is happening.
