SSD Good, Windows 8 Bad, CPU Maxed

Tom's was very helpful when I installed an SSD and Windows 8.1 on my old Dell Inspiron laptop. Now, the SSD is great. Love it. But Windows 8, not so much. Since I reinstalled 7, however, my CPU maxes out shortly after startup and stays that way. 100% usage, 100% of the time. I have reinstalled at the drivers, and tried every other troubleshooting trick I know. I am at a loss. I thought, maybe, the WinPE I needed to deploy 8 was the problem, but I've been told 7 will just ignore that. Another tidbit, which is probably unrelated. I can't partition the SSD either, So, please Tom, help make it all better!!
 
Solution
1. Don't partition your SSD.

2. A fresh install of whatever OS is maxed out for a while, doing whatever it needs to do. Updates, etc.

More info...I just tried to shrink the primary partition in Disk Management, and the query has been ongoing for about 30 minutes now. "Querying SHrink Space" window is gathering dust! Hope this helps you, help me!

That's normal behaviour for freshly installed windows7 nowadays.
Windows update is broken until you install update KB3112343.

(you will need to stop windows update service and set it's startup mode to disabled before installing this update. After update is installed enable windows update service and set it's startup mode back to automatic.)
