A problem with stuttering/lagging/throttling/fps drops ?

I have a problem with games. All of my games are working smoothly , no problems in FPS , but Far Cry 4 , Crysis 3 , GTA V , are having FPS problems. Let me describe you better: In all of these 3 games at the beginning everything is working great, but after 5 minutes of gameplay I get FPS drops and stuttering/lagging , dunno how you'll understand me. Already overclocked my FX 8320 to 4.40Ghz and it's stable. Is it possible the processor to be the problem ? My specs are:
Motherboard: Gigabyte 990xa-ud3 rev2.0
Graphics Card: gigabyte radeon 390x G1 gaming 8GB
PSU: 850W (Don't know the model. If necessary, will check it for you)
RAM: Kingston Hyper X 16GB DDR3 1600Mhz
HDD: Seagate 2TB 64MB 7200rpm 64MB SATA3 ST2000DM001.
CAN YOU PLEASE TELL ME WHAT IS CAUSING THIS PROBLEM :S ? I think it might be the motherboard, but not sure... I was trying to get rid of this problem for about 2 months and nothing yet, so i decide to write here. Hope you guys can help me. I spend so much money for this build and still getting fps drops, just can't believe it ;( .

Can you check the temperature readings on both the GPU and the CPU? Thermal throttling sounds like a very plausible cause for the FPS drops you're experiencing. If you can start by checking that out and letting us know about the results, it would be very helpful.

Well, i did a stress test and don't know if the temps are problem, i'm not an expert :D ? Look at them here:

Also like GhislainG said , i saw the Mhz of the processor under stress test drop to 1.4 for a second and raise again to 4.0 and this is happening every 5 to 10 seconds. The Voltage too goes down to 0.846V for a second and then again going to 1.390V.
I forgot to say that i Loaded Default setting of this CPU cuz the temps with the overclock were something like 80-85 degrees. Umm the GPU is getting hot 85C max , idk why.
 
Your link contains no image. Temperatures are meaningless with an AMD CPU; you need to check the thermal margins. You obviously have a throttling issue, but we can't determine if the CPU or the VRM is the issue until you post the thermal margins at full load. What cooler are you using? If not the stock cooler, how are you cooling the VRM?

85-85 degrees is way too high for your processor. AMD recommends that it doesn't go above 62C for normal usage, including gaming. Removing the overclock was a good idea and should help. For some reason I'm unable to see the file you sent, so if you want, you could upload the picture to Imgur.

Now that you have disabled the overclock, try gaming again and see if the problem is fixed. If it is still overheating, you might want to invest in an aftermarket cooler or at least new thermal paste.
 
It's impossible to determine if the CPU really gets that hot because temperatures can't be read accurately on that CPU; that's why AMD provide Overdrive to measure thermal margins. It can also be used to check the GPU temperature.

The temperatures can't be verified, true, but the drop from 4Ghz to 1.4 and from 1.390V to 0.846 speaks for itself, the cpu IS throttling. Now, I can't say the GPU isn't also having issues, but the more urgent one is with the processor. The OP doesn't mention an aftermarket cooler and he had an OC'd FX-8000 series processor, known for overheating even at stock clock in certain conditions.
 
We all know the CPU is throttling, but we need to determine if it's caused by insufficient CPU or VRM cooling; only AOD can help to determine that. If it was an Intel system, then we'd use XTU to provide similar info. It's easy, but the OP needs to provide the required info.
 
If the thermal margins get too close to 0°C, then decrease the overclock until the they are 10°C or higher at full load. If they suddenly drop from very good to a negative value, then the VRM most likely is causing the issue. Run a stress test like Prime95 Small FFTs and monitor AOD.
 
The motherboard should be fine. I has 8+2 power phase on a 990X chipset so overclocking should not be a problem. I am however suspicious about that CPU cooler when overclocked. Judging by some reviews, the Arctic Freezer 13 has some problems when trying to cool down a highly overclocked CPU. But before we throw tomatoes at the CPU cooler, read the thermal margins on Overdrive and lets see how it goes.

But i did it already, now it's at stock clocks. I loaded Optimized Defaults in BIOS , but still getting hight temps with arctic freezer 13. So, is this my problem in Mhz drops and FPS drops in games ?
 
Your cooler is too weak to cool that CPU or too much voltage is applied to it. As you can see, using AOD makes it easy to determine where the issue is.

Well, in BIOS every single Voltage option is set to Auto. Do i have to touch anything there , or just buy better cooler ?
