Hey, all. First time posting, but I've lurked here for several years now using all your helpful answers in past threads to fix many a computer problem, this time however I'm stumped.

Here are my specs:

Intel Core i5-4460 3.2GHz Quad-Core Processor
Gigabyte GA-H97M-D3H Micro ATX LGA1150 Motherboard
G.Skill Sniper 8GB (3 x 4GB) DDR3-1600 Memory
Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
HIS Radeon HD 7950 3GB Video Card
EVGA 500W 80+ Certified ATX Power Supply

I have several issues with my first build. First is a DRAM refresh failure bios beep code. Then there's the fact that I can't get into the BIOS with my hard drive plugged in or with a USB with Ubuntu loaded on it (I get the "No bootable device found, etc." error page). And finally, I can't change the boot options priorities list because it's in yellow (i.e. disabled) as well as a few other options in the BIOS including the boot overdrive.

Now here are some things I've tried to do to address the issues:

The motherboard supports DDR3 1600 which is what RAM I have but technically the specific RAM I have isn't listed under the mobo compatibility list on their website. I don't think that should be a problem, but I'm just trying to cover all my bases. I've got three sticks of RAM, all are the same brand and type, and I've tried them all separately and together and none of them can get past the one short beep code (AMI BIOS). Could the BIOS beep code just be wrong or could all three of my sticks be busted? Maybe it's a setting in my BIOS?

Frankly, I'm not sure what to do about the hard drive not being found. I rechecked the connections (SATA and power), but those are fine. Could my hard drive just be busted?

I attempted to resolve the disabled sections of the BIOS by adding passwords (admin and user) but that didn't work. I was able to attempt to do the CSM fix but again the "Boot Options Priorities" is still not useable. It's annoying cause I can see what it's supposed to look like in the user's manual, I just can't understand why I don't have those options.

I'm just beginning to lose steam on this build and starting to lose hope. Any help is very much appreciated!

Solution
If you can get into bios, first set optimized defaults. Then enable XMP profile 1. This should set the memory speed & timings correctly. Save settings then exit and see if you can boot into the windows install disk. The F12 key is the boot options but you shouldn't need it with a windows install disk. Just boot with the disk inserted. If you had windows and/or ubunto already on a disk, you probably have to install from scratch. Different MB's have different drivers and boot files installed on the boot drives.

Alright, I set optimized defaults and enabled the XMP profile which fixed the boot options being greyed out! Although, the one short beep code (i.e. DRAM refresh failure) remains.

However, when I try to F12, no matter what I select, I keep getting the "Reboot and Select proper Boot device, etc." page. I also don't have a disk; instead I've got a flash drive with Ubuntu. The error page pops up when I don't F12 as well with either the flash drive or the HDD set as the first boot option.

Also, I'm not sure how stupid this question is but some people say there's a possibility that RAM can be incompatible with motherboards. But I mean RAM is RAM, right?

What is the model of the memory kit? Might try one stick at a time in each slot. Sorry I have not logged in here, in a while. Been busy...

Edit:
Also, use a USB2.0 port and not a 3.0 one. USB3.0 probably won't work untill the USB3.0 driver is installed.
