R9 290X GPU fluctuates 100 to 0% during low-quality gaming

So I built my PC around a year ago and have never been able to figure out exactly what's wrong with my PC. My laptop that's 4 years old (Samsung Series 7 700Z3A) actually runs the majority of programs better than my $1200 PC.

Problems
Major lags while playing games: Starcraft 2 online on lowest graphics setting (around 20% CPU usage, but goes to 0 frames per second when more than 50 units; GPU spikes from 100% usage to 0%); Witcher 3 on high graphics when fighting lots of small units at once (80% CPU usage); league of legends during team fights;
Major lag when using basic programs like Microsoft word, excel, chrome when streaming two videos (or twitch feeds).

Download Speed - 62.07 Mbps
Upload Speed – 6.32 Mbps

What I’ve tried
Uninstalling and Reinstalling all drivers
Moving graphics card to different port
Checking my temperatures with Speedfan (CPU around 35*C, AUX0 around 40*C, System at 32*C)

Any suggestions would be greatly appreciated.
