i5 4460 GTX 970 Bottleneck??

I've got the gtx 970 and an i5 4460 pc this month, i was playing black ops 3 and i wasn't able to play it on max setting so i lowered them but found alot of stuttering and not able to be stable at 60 fps and found out with msi afterburner that my cpu is at 100% usage and my gpu is at 50-60% and this problem i face it in gta 5 (40-45 fps) and the witcher 3 (45 fps) and assassin's creed unity (30 fps) is it really a bottleneck? What should i do? Please help..

gpu usage does drop, while in games, was that 50%-65% consistant? Are you thermal throttling? What were the temps when that usage was like that. It could be a different issue entirely, but i strongly doubt its the i5. You can't really bottleneck with a 4 core which is essentially a 4690k without the extra ghz and unlocked ability.

what your saying is a bottleneck 100% cpu usage and 50% GPU usage is a bottleneck, but that CPU can handle a gtx 980ti and not bottleneck it on a CPU intensive games

Try to scan for viruses, are you sure the game is taking up all the usage? i highly doubt black ops 3 takes alot of CPU power

I reinstalled my windows today but there's no difference so no viruses
