Problems with my XFX R9 390

So, I was having more serious issues before, with low frames on most games (GTA V, RB6 Siege, ETC.) and I recently upgraded my power supply to a sentey 1000w. This did fix some issues, for example, my frames on RB6 are now 60-75 (before 30-40). But my problem continues to persist on GTAV. I only get 30 frames on average, when I should be getting more. I also experience freezing and literally every time I start RB6 Siege, and join a match, black squares form on my screen, and after about 15 seconds, I crash. But, when I restart the game and join another match, it doesn't happen again (until I end and start the game after some time). I have yet to test it on other games, but I still feel there are some issues, because I seemed to get equal/better performance on my old GTX 650 (with the same specs other than the PSU and GPU). And yes, I've reinstalled, rolled back, and troubleshot my drivers. The problem isn't with my drivers.

My specs:
GPU: XFX r9 390
PSU: Sentey 1000w
CPU: A10-7870k hexacore
RAM: 16GB DDR3

You should not have to turn off everything. Something must be wrong with the card. I feel about the same with mine. GTA V I play perfect in 900p on my monitor maxed out, in VSR up to 1600p I play everything maxed out and my FPS remains a steady 40fps with a lot of cops and fast driving and 50-55 fps without anything hectic happening on the screen. At 900p I get like 70-80fps with msaa x2-4. But when I play batman AO I get like 40fps with massive dips whenever the camera moves. I came from an R9 270 XFX and I gotta say I see improvement but In some games I dont see much improvement. I mean I was already playing most of my games near max at 900p with usually just MSAA or HBAO off and now to see a few of my most played games struggling to play on a R9 390 makes me seriously upset. Worst part being I can not get a refund only a replacement. I still cant find anyone to answer whether or not something is wrong with the card of if there are known issues with these games. Ive deleted and reinstalled drivers as well.

yeah you are extremely cpu limited

just adding a powerful gpu wont make the rest of your system faster
