While they are both great CPUs higher clock speed will translate in game to higher FPS. Neither processor will bottleneck the GTX 980TI, however you will get a few additional FPS with the higher clocked i5-6500. In fact everything you do with your system will be slightly faster with the i5-6500 than the i5-6400. However most times we are talking about 5-10FPS at most and a few seconds difference when doing other tasks. The major determining factor would be price. If you are getting a good deal and its not much of a price difference then I would go for the i5-6500, if there is a hefty price increase the performance difference really isn't worth it.

One additional though for you- as a general rule of thumb if your not going to be...

they will both work great it really all depends on how much you want t spend.

there will be a price increase between the i5 6400 and 6500 so like i said its all up to you weather you want to pay the extra money or not

This guy is right, although I would ignore the higher clock because I dont think it will be a big deal. Is that the only change between the two?

One additional though for you- as a general rule of thumb if your not going to be doing any overclocking of any kind there is no real reason to get an after market cooler. The stock cooler is plenty for stock clocks.
