We recently got new internet, it works on my phone and one of our computers(uses Ethernet). But on my computer across the house, I don't get any internet. Even on Ethernet. Sometimes it will connect. But then the only thing that works is google chrome and for some reason YouTube works but nothing else! I do not know the name of the router but it does say dual-band WiFi 802.11ac on it, if that is any help.

The cmd ipcofig /all

Here is the computer that doesn't work: http://imgur.com/PW4ChVy

Solution
The network adapter for the computer that is not working is misconfigured.

As I understand it the Arris uses the 10.0.0.1 private IP address range.

Ref:

http://setuprouter.com/router/arris/tg1682g/login.htm

The computer that is working is configured for that range, DHCP etc.

The computer that is not working is looking for a router/DNS gateway in the 192.168.1.1 range.

Go to the computer that is not working and correct the settings on the wireless network adapter.

Enable DHCP, set the default gateway to 10.0.0.1, and subnet mask to 255.255.255.0.

Basically match the wireless adapter settings to those set/being used on the working computer's wired network adapter.

As I understand your post the intention is that you will normally use wireless connectivity. Wireless is not working well so when you run an ethernet cable from your computer to the router the problem still exists - correct?

Who manages the router, i.e., the person who has administrative rights?
