i5 4690k overclock?

What is a safe overclock for the i5 4690k with a hyper 212 evo, MSI Pc Mate mobo, and corsair CX600w psu?
Im not trying to maxize the performence but rather just an average safe oc like 4.0-4.3 ghz

How high you can oc is determined by your luck in getting a good chip.
Your expectations are reasonable.
The key thing to watch is Vcore which should not top 1.30v or so.
You will run out of vcore limit before the hyper212 is a problem, assuming your case has adequate ventilation.
