Massive Ping Spikes On All Devices In Home

So I have been battling these ping spikes for about a week now. Here is what I have done to test if it was my hardware. When it started, I had my Asus N66U router, and a Cisco DPC3010 modem supplied by Charter (my ISP). I bought a Motorola Surfboard Modem, TP-Link Archer C7 router, and replaced all the ethernet cables.....same problems. I tried different router and modem combos (the surfboard with the Asus, and Cisco with TP). I have tested both wireless and wired, but still no luck.

Ran multiple tests to see if Charter was throttling my speeds, but they were all around the range of what I was paying for.

I then downloaded PingPlotter, had it pull data from multiple sites, AND played on my PS4 and Xbox One simultaneously. While recording Pingplotter, and my ps4, all sites and my ps4/xbox experience ping spikes at the EXACT same time.

I'm not IT guy, but could it be anything else on my end? I have called Charter twice, and they say everything is good on their end....but I am almost sure it is on their end. Anything else I can check? Thanks for any advice!!!

It seems you are showing ping/packetloss issues right within Charter's network, and naturally it affects everything after it. For sure give them another call and get a technician to come out and check it.
Your best bet is to WIRE your PC directly to their modem (no router) and see how that runs. If you believe you are having issues, try first a PING test thru Windows command prompt, and if pings show weird, do a TRACERT thru the command prompt. That will show your exactly where the problem lies along the route to whatever site/IP you pinged and traced. Google info on how to do pings and traceroutes thru Windows command prompt.

So I wired the PC directly to the modem, and ran the TRACERT command multiple times to multiple different sites and servers, and it just gave me same result that the PingPlotter was giving me (I believe), considering it times out multiple times during different hops.

Ok I think it is safe to say it is not YOUR equipment that is faulty. You tried multiple routers, different devices and replaced your cables, yet all of them show ping spikes at times.

The most likely solution is that you have some kind of bad connection on your line. This could be a faulty exchange card or something else. I have seen phone lines hanging in water before that caused temperamental results, line drops and bad syncs.

I think contact your ISP or phone company for help and see if they can detect some noise on your line.
have you tried changing ISP to another one, that can eliminate bad routing issues that some ISPs may have.

When dealing with an ISP, you have to bypass routers, etc and connect straight to the modem to eliminate other possible causes, and you've done that. What you want now is to see where in your trracert's that stuff goes bad. The first few hops are to and thru your ISP, and their responsibility. Issues further on are not necessarily their problem but they should consider alternative routes themselves.
Can you post a pic of a bad tracert result?

I am at work and school all day. I cant post a pic for about 12 hours, but I do remember patterns. Every test the first hop would connect to my ISP (if I remember correctly) if connected to my modem, or connect to my default gateway first with my router plugged in, then the 2-6 hops or so would time out, then it would connect during hops 7-20 or so, then would sometimes time out once or twice at the very end. This is based off memory, but it always timed out at the beginning and end. The middle had maybe one time out during my tests.

Took multiple calls to finally get an appointment with a technician. It took so many calls because "everything was good on their end".

Day of the appointment, my technician does not arrive. I get a phone call from my ISP about 10 minutes after the technician was supposed to arrive, and the agent said they just had massive equipment failure in my area, and appointment was put on hold. After about a day, internet was up and running just fine! Thanks for the help!
