The weakest part that you list is the graphics card. The 960 is a good card for gaming at say 1080P but will not let you max everything out on all games. Many games look almost the same on medium and play a lot more smoothly, or you can adjust individual graphics settings and see what happens. Often there are 1 or 2 graphics options that make a big difference to FPS but only make a small difference to visual quality.
Also bear in mind when reading FPS claims online that people often exaggerate or forget to mention whether it's a maximum, minimum, or average framerate they are quoting.
Lastly only worry about framerate if it's affecting your enjoyment. I play WoW @ 1080P on a GTX980 and still get framerate drops down to 40 fps at times (and over 200 at others) but I don't care because it doesn't affect my gaming in any real way.
